The city of Gatineau, Quebec, (city workers only as far as I know) have this day off. I don't fully recall but I think the union bargained this day off for them. They had a choice of following the civic holiday or some other one. They chose the Ontario civic holiday.
So:

Further to the first comment:
While not a great big deal for those outside of the Avalon Peninsula, the August holiday in St. John's is Regatta Day, which is on August 4 this year.
According to Collections Canada, it is "the oldest organized sporting event in North America."
And good luck trying to call St. John's on Regatta Day.
