Gomery Report: Phase 2 Report Released

The Phase 2 Report from the Commission of Inquiry into the Sponsorship Program and Advertising Activities has just been released. This report, entitled Restoring Accountability, comes in four volumes:

Recommendations
Research Studies:
Volume 1 – Parliament, Ministers and Deputy Ministers
Volume 2 – The Public Service and Transparency
Volume 3 – Linkages: Responsibilities and Accountabilities

This fulfills the second mandate placed upon the Commission: to make recommendations to the Government of Canada, based upon its factual findings, to prevent mismanagement of sponsorship programs and advertising activities in the future. The first mandate required the Commission to investigate and report on questions raised, directly or indirectly, by Chapters 3 and 4 of the November 2003 Report of the Auditor General of Canada. This first mandate was fulfilled by the Who Is Responsible? Phase 1 Report, released in November 2005.

Statement by the Prime Minister on the release of the final Gomery Report
February 1, 2006
Ottawa, Ontario

Prime Minister Paul Martin today released the second and final report of the Commission of Inquiry into the Sponsorship Program and Advertising Activities and made the following statement:

“On behalf of the Government of Canada, I want to thank Mr. Justice John Gomery for his diligent and thoughtful work throughout his commission of inquiry. His insights and recommendations will be of benefit to all Canadians in the ongoing debate as to how best to ensure government activities are conducted openly, transparently and effectively.

Naturally, it will fall to the new government to determine the policy response to the recommendations the Judge has made in this, his second and final report. However, our government takes great pride in the establishment of this commission of inquiry. To confirm public confidence, it was important that the failures and wrongdoing that occurred within the sponsorship program were identified in a public manner. Perhaps even more importantly, needed reforms to the process of government itself were required and I am proud of the initiatives our government led in that respect.

Once again, on behalf of all Canadians I want to express my gratitude to Mr. Justice Gomery for all his work.”

  1. Amazing that they chunked it into .pdf timbits, and didn’t have a single place where you could download the entire report.
    I had to do an Adobe Professional Web Capture of it, and even then it was only a couple of MB.
    Do they want to make it difficult to get the entire report?
    I had the same issue with Gomery I but thought it was a glitch, not a feature.

  2. Well, for each of the four volumes I see a link for “Full PDF version” at the top, in addition to the HTML table of contents. Did you try those?
